

海資院今年特別邀請韓國全南大學 이기수(Ki Soo Lee)李基洙院長及 8 位學者來臺交流,並由環漁系邀請日本東北大學 3 位學者、海洋系邀請日本海洋研究開發機構(JAMSTEC)2 位學者,以及海資所邀請日本東京大學 1 位學者,共計 15 位國際學者共同參與,舉辦 「2026 International Symposium on Marine Affairs and Conservation in the Northwest Pacific」 臺、日、韓三方國際研討會。
本研討會聚焦於西北太平洋海域之海洋事務、海洋科學研究與資源保育議題,期望透過臺灣、日本與韓國學者之跨國交流,促進區域海洋研究成果之整合、政策經驗之分享,以及未來共同研究與合作機制之建立。
目前臺、日、韓三國在海洋科學研究、漁業資源管理、海洋生態保育、藍碳發展與海洋政策推動等方面各具優勢。然而,面對氣候變遷、海洋生態系變動、漁業資源永續利用、海洋廢棄物與跨境環境治理等共同挑戰,區域間仍亟需建立一個持續性且制度化的交流平台,以強化知識整合、科學對話與政策協作。
本研討會將圍繞數項核心議題展開討論,包括:如何整合跨國科學資料,以提升對氣候變遷下海洋生態系變動之理解;如何發展適用於西北太平洋地區之藍碳評估與管理架構;如何強化漁業資源評估與治理機制,以提升決策之科學基礎與透明度;如何透過區域合作共同應對海洋廢棄物等跨境環境問題;以及如何建立長期且具制度性的國際合作平台,促進區域海洋治理之協同發展。
透過本次研討會之專題演講、學術交流與綜合討論,期能凝聚臺、日、韓三方於海洋事務與資源保育領域之研究能量,為西北太平洋海域之永續發展提供具體之科學依據、政策建議與合作方向。
This year, the College of Marine Sciences and Resource Management has specially invited President Ki Soo Lee(이기수/李基洙) of Chonnam National University, Korea, together with eight scholars. In addition, the Department of Environmental Biology and Fisheries Science has invited three scholars from Tohoku University, Japan; the Department of Marine Environmental Informatics has invited two scholars from the Japan Agency for Marine-Earth Science and Technology(JAMSTEC); and the Institute of Marine Affairs and Resource Management has invited one scholar from the University of Tokyo, Japan. A total of 15 international scholars will participate in the 2026 International Symposium on Marine Affairs and Conservation in the Northwest Pacific, a trilateral international symposium among Taiwan, Japan, and Korea.
The symposium focuses on marine affairs, marine scientific research, and resource conservation in the Northwest Pacific. Through academic exchange among scholars from Taiwan, Japan, and Korea, it aims to promote the integration of regional marine research outcomes, the sharing of policy experiences, and the establishment of future joint research and cooperation mechanisms.
At present, Taiwan, Japan, and Korea each possess their own strengths in marine scientific research, fisheries resource management, marine ecosystem conservation, blue carbon development, and marine policy implementation. However, in the face of shared challenges such as climate change, changes in marine ecosystems, the sustainable use of fisheries resources, marine debris, and transboundary environmental governance, there remains an urgent need to establish a continuous and institutionalized platform for regional exchange. Such a platform would strengthen knowledge integration, scientific dialogue, and policy collaboration.
The symposium will address several core issues, including how to integrate transnational scientific data to improve understanding of marine ecosystem changes under climate change; how to develop a blue carbon assessment and management framework suitable for the Northwest Pacific region; how to strengthen fisheries resource assessment and governance mechanisms to enhance the scientific basis and transparency of decision-making; how to respond effectively to transboundary environmental issues such as marine debris through regional cooperation; and how to establish a long-term and institutionalized international cooperation platform to promote the coordinated development of regional ocean governance.
Through keynote speeches, academic exchanges, and panel discussions, this symposium seeks to consolidate the research capacities of Taiwan, Japan, and Korea in the fields of marine affairs and resource conservation. It is expected to provide concrete scientific evidence, policy recommendations, and directions for cooperation toward the sustainable development of the Northwest Pacific region.
